Participation in the seminar for heads of field expert councils on problems of quality assessment of educational programs (27.02.2020)

16528 1As part of a two-day seminar for heads of field expert councils and their deputies on the problems of assessing the quality of educational programs and relationships of participants within the accreditation processes, former Deputy Minister of Education and Science of Ukraine, Professor of Lviv Polytechnic National University Yuriy RASHKEVYCH (HERE team) made a presentation on “Educational programs: construction, description, recognition”.

The concept of “accreditation” in the philosophical sense, the role and place of the educational program, the standard of higher education and its structure, recommendations for the formulation of program learning outcomes and competencies, the place of stakeholders, formats of the educational programs were presented. Yuriy RASHKEVYCH also highlighted the National Qualifications Framework and European qualification metrics, the methodology of design student-centered educational programs, learning outcomes, the allowable degree of content change in the educational program, dual education, practice.

Head of the secretariat of the National Agency for Quality Assurance in Higher Education Mychailo WYNNYCKYJ (HERE team) also joined the event. The speaker participated at the discussion on the number of educational programs for which one guarantor can be responsible; preparation of the educational program according to strategy of development of the country, the order of accreditation of the educational and scientific program of preparation of doctors of philosophy on a specialty “architecture and town-planning” and participation in this process of employers; the ratio of academic disciplines (courses) – normative and selective parts; the maximum standard number of credit units for the preparation of a bachelor’s degree for a semester and a year, etc.

In his speech Mychailo WYNNYCKYJ stressed that the process of accreditation should focus on quality, move away from formalism, while introducing a holistic approach; academic integrity and ethics of academic relations should take place between all participants in the educational process within teaching and research. Educational programs should be reviewed and gradually updated and supplemented annually, not once every five years.
